The jerk has clearly done the wrong thing. So somebody has to show some courage. If neither of the offended parties is willing to pursuade or strongarm the jerk off to find the kid's ball, then they should call a policeman or security or groundstaff to arrange to get the ball. Failing that, the jerk must replace the football - new is not as nice as familiar old, but if the old can't be found, then Dad must pursue the jerk for the football's replacement via a civil claim. It's not so much a moral issue or a need for a coupla kids to learn a lesson - it's a lawful issue. An issue of restitution. Depends on how much Dad can be bothered to pursue it.
